Public affairs strategist and registered federal lobbyist based in Ottawa.

Francis (Frank) Schiller is the founder and principal of Public Interests Research and Communications Inc. (PIRC), an Ottawa-based public-affairs consultancy operating since 1996. He advises corporate, coalition and association clients on the files that matter most to them — federal procurement and government-contract strategy, regulatory and legislative advocacy, and cross-border services trade under CUSMA — and runs campaigns end to end, from strategy and research through stakeholder engagement and execution.

His work regularly reaches the most senior levels of government, including deputy ministers, agency heads and the central agencies (Privy Council Office, Prime Minister's Office and Treasury Board). Over his career he has led winning regulatory, legislative, procurement and international-trade campaigns across transportation and marine, aviation, manufacturing, broadcasting and natural-resource sectors.

His current work also extends into space, satellite and spectrum policy — advising satellite-communications operators and European Space Agency programs on regulatory, standardization and maritime-connectivity matters, including VDES (AIS 2.0) and Arctic e-navigation, where his space, maritime and northern expertise intersect.
